The Minister in Iran (Dreyfus) to the Secretary of State

419. Food declaration was signed this afternoon by Foreign Minister, British Minister and myself.75 Text is substantially same as that given in Department’s 315, November 10 [9].76 British Minister and I simultaneously presented two notes to Foreign Office. First informed Iranian Government that British and American Governments are jointly arranging to bring into Iran 25,000 tons wheat. Second stated that if Soviet Government wishes to participate in declaration a revised text will be signed to replace present one. British Minister also presented note declaring that declaration in no way diminishes British obligations under Tripartite Post [Pact] of January 29, 1942. Original of declaration and copies of notes being forwarded airmail. Declaration will be published at once in Tehran and London.
