The Ambassador in the United Kingdom (Winant) to the Secretary of State

6414. Foreign Office informed of substance of Department’s 5687, November 13, 5 p.m.

Foreign Office states that while it has taken the view that the manner of vesting full control of currency in a commission is a matter for the Iranian authorities to decide in accordance with established Iranian procedure it has, nevertheless, assumed right along that action by the Majlis would be necessary. It has not as yet given thought to what the relationship of such a commission, if established, would or should be to the Iranian Cabinet. In fact, Foreign Office adds, that at present it has no ideas or suggestions to offer on this point.

With reference to the membership on the proposed commission of Millspaugh and of the technical adviser of the Banque Mellie, Foreign Office says that it has no objection whatever. On the contrary it regards the proposed membership as entirely sound. It feels however that the whole question of the composition of this proposed commission should be left to the British and American Ministers at Iran to work out jointly with the Iranian authorities.
