Fox in his cable of June 2416 stated that “The Generalissimo also stated that the way we were going about developing and shaping up the economic problems and possibilities of going in immediately with stabilization boards’ operations made him doubt the need of an economic mission at this time.” I think, therefore, that it would be a grave mistake for us at this time to send another economist. I do not think that he would have the facilities that Fox has for doing the [Page 676] job and I fear that it might be interpreted out there as a repudiation on our part of Fox.17
