The Secretary of State to the Ambassador in Japan (Grew)

229. Your despatch 5421, March 5. Department feels that you should say to the Minister for Foreign Affairs, either orally or in writing, that his reply to you of February 26 is unsatisfactory; that while admitting that the case cannot be proved, you are convinced that your mail has been tampered with; and that you expect the Japanese postal authorities to take due measures to see that repetition does not occur. You should state that you are making these representations upon instruction from your Government.34
