2920. For the President and Acting Secretary.55 My 2911, July 9, 8 p.m.56 Mr. Eden has informed me the Cabinet agreed this evening to conclusion of agreement with Russia in form of joint declaration. Sir Stafford Cripps has been so advised but formal proposal to Stalin cannot be made until after consultation with Dominions’ Governments which is being done by cable.
