Reference Shanghai’s 1312, November 27, 5 p.m. Please make an approach to the Japanese Foreign Office, in such manner as you may deem appropriate, and request that the Japanese Government issue instructions to the concerned Japanese naval authorities to release without further delay the American-owned motor vessel Estelle L., pointing out that this Government does not recognize any right by Japanese naval authorities to apply in China regulations proclaimed by them to vessels under the American flag.45
