1143. Peiping’s 430, November 6, 4 p.m., to Department.32 In view of the Foreign Minister’s expressed desire and intention to obviate [Page 548] as far as practicable interference on the part of Japanese authorities with American rights and interests in China,33 does the Department wish me to bring to Mr. Matsuoka’s attention either in my next interview or by letter the situation with regard to the China tobacco crop set forth in telegram under reference.
