- The Department perceives no objection to Fletcher acting in accordance with his suggestion as outlined in paragraph 1 of your telegram under reference. The Department approves the position of the Embassy as reported in numbered paragraphs 2 and 3 of the Embassy’s telegram under reference.

- The Department assumes that Tientsin, and if need be the Embassy, will now take action in accordance with paragraph 1 of the Department’s 159, October 2, 6 p.m., to the Embassy.
