The Department assumes that you will in due course, in your discretion, take up this matter with the Japanese Foreign Office in such manner as you may deem appropriate, either as a separate matter or in conjunction with other matters.55

Sent to Tokyo via Peiping. Repeated to Chungking. Peiping mail to Tsinan.
