Sir: I have the honor to refer to my despatch No. 938 of October 30, 1939,4 and to the Department’s telegram of November 13, 7 p.m., No. 63, concerning the position of the United States Government with respect to the possible purchase of Cocos Island.
The views expressed in the Department’s instruction No. 34 of January 4, 1938,5 and confirmed by the telegram under reference, have been conveyed informally to the author of the inquiry described in my despatch of October 30, by the same channels through which the inquiry reached the Legation.
