Sir: I have the honor to report that the Director of Exchange of the Bank of Brazil informs me that Major Napoleão Alencastro Guimarães, Chefe do Gabinete of the Ministerio da Viação e Communicações, is interested in purchasing German freight ships now tied up in Brazilian and other South American ports. The Director feels that the Brazilian Government will not sanction the transaction owing to the possibility of future complications with the British and French Admiralties.
