The Consul General at Shanghai (Lockhart) to the Secretary of State

1115. Japanese Consulate General informed this office orally this afternoon that the Japanese Navy and Military will permit the navigation [Page 795] of the Yangtze by third power commercial shipping as far up as Nanking in the near future under regulations to be announced later.

Repeated to Peiping, Chungking, Tokyo and Nanking.
