Your 305, March 7, 6 p.m. In regard to the question of further representations to the Japanese on the subject of exchange control and trade restrictions in north China, the Department on March 4 instructed the American Ambassador at Tokyo3 to approach the Japanese Foreign Office in regard to the matter and also suggested that he consult his British and French colleagues with the thought that they might wish to take similar but separate action. On March 9 the Department telegraphed the American Ambassador at Tokyo4 suggesting additional argumentation for use in his approach to the Japanese authorities.5
