155. Tientsin’s 20, March 2, 6 p.m.3 Arthur Young4 informs the Embassy the Chinese Government has received a telegram from the Chinese Ambassador at Paris stating the latter is informed that the new exchange and export restrictions scheduled to go into effect in [Page 371] North China March 11 are to be enforced less stringently against Japanese, German and Italian trade than against the trade of other nations. Informant states he does not know the origin of the Chinese Ambassador’s information but presumes that it came from French sources.
