504. Shanghai’s 1339, October 16, 12 noon. While we have on appropriate occasion expressed to both the Chinese and to the Japanese Governments our concern for the preservation of the Chinese Maritime Customs Administration we have not offered the Chinese Government any advice as to providing for specific method of achieving that end. I for my part perceive no new reason why we should at this time depart from that policy.
