The First Secretary of Embassy in China (Salisbury) to the Secretary of State

Chefoo’s September 11, 6 p.m., regarding Chefoo Harbor Improvement Commission. The following telegram has been received from Shanghai:

“September 13, 5 p.m. My August 30, 4 p.m. Inspector General of Customs has received the following telegram from the Commissioner of Customs at Chefoo:

‘Chefoo Mayor demanded 10th September dissolution Chefoo Harbor Improvement Commission and surrender of all works and property in charge of Commission. [Page 740] I called emergency meeting and Mayor’s demand complied with under force majeure by decision majority. No change intended regarding staff personnel and treatment. Letter follows.’

Please repeat to Department and Chungking this telegram and my August 30, 4 p.m. September 14, 9 a.m.”

Shanghai’s August 30, 4 p.m., contains the suggestion referred to in Peiping’s 551, September 8, 4 p.m.

Repeated to the Ambassador. Tokyo informed.
