Your 295, May 5, 8 p.m. In case Byas should be agreeable to substituting for the words “Although the United States and France have not expressed objections, and this has been confirmed by the Foreign Office” the words “Although the United States has not taken any position in regard to the general terms of the agreement”, the Department would perceive no need to make objection to Byas publishing the statement on his own initiative.
