233. Tokyo’s 289, May 2, midnight, I have just seen Kung, at his request, who is much disturbed over agreement and particularly over statement issued in London and carried in Reuter despatch received here today to the effect that the American Government will not object to the agreement. Kung hopes that this does not put us publicly in position of at least tacit approval of an arrangement made by third parties without China’s consent which deprives China of control of customs and which discriminates as between bonds secured on customs.
