254. My 247, September 28, 5 p.m. The Council in secret session this afternoon adopted the resolution to be introduced into the Council in public session tomorrow which is as quoted in my telegram referred to above with the exception of the last paragraph thereof. The last paragraph as finally adopted reads: [Page 517]
“Invites, the governments of the states represented on the Council and on the Advisory Committee having official representatives in China to investigate through the diplomatic channel so far as this may prove practicable and by the most appropriate method such cases as may be brought to their notice and to submit all relevant reports for examination and consideration.”
