Am repeating to you Peiping’s 136, February 27, 10 a.m., and Department’s 87, February 28, 6 p.m. Please attempt to see Leighton Stuart if you can when he passes through Shanghai and communicate to him as from me views expressed by the Department regarding assumption by an American private citizen of role [of] intermediary. You may inform Stuart that I shall take advantage of a suitable opportunity to make it known to the appropriate authorities of the Chinese Government that he is not acting on the behalf of or with the approval of the American Government.
