25. My 24, December 10, 11 a.m. I have been informed orally but officially by the Foreign Office that the International Committee was mistaken in thinking that General Tang Sheng Chih had expressed approval of plan for 3 days truce and withdrawal of Chinese forces from the walled city of Nanking and I was further informed that General Chiang Kai Shek had stated he was not in position to accept that proposal.
Sent to Nanking, repeated to Department, Peiping, Shanghai. Peiping repeat to Tokyo.
