0030. Think it best to send the neutrality proclamation for me to sign so that there will be no delay.
I take it that only the regular list of munitions will be based [barred?] from export but suggest immediate study of other articles so that we can discuss advisability of enlarging list later on. I think we should seek in every way possible to avoid helping one side and not the other.
Please advise what probable effect declaration of war will have on our Shanghai and Tientsin position, also what is new from British angle.
