1621. I was told at the Foreign Office this afternoon that the report that the Japanese Government had sent some sort of “ultimatum” to the French Government regarding the shipment of munitions through Indo-China to China is entirely untrue. The situation remains that munitions ordered prior to July are permitted to transit Indo-China; the Japanese know this and are displeased; but there has been nothing in the nature of an “ultimatum”.
