641. My 633, December 23, noon. Colonel Stilwell returned to Peiping this morning and reports that the consensus of opinion in Loyang is that the release of Chiang Kai-shek practically ends the possibility of trouble in Shensi and that in his opinion there is no present need for the evacuation of Americans from that province.
