The Chargé in Japan (Dickover) to the Secretary of State

194. All vernacular papers report this morning that after a Cabinet meeting yesterday the Minister for Foreign Affairs sent for the Chinese Ambassador and pointed out that the failure so far of the negotiations at Nanking to make progress which he ascribed to a lack of understanding of the present situation on the part of the National Government had caused dissatisfaction in Japanese official and unofficial circles and had evoked a demand that the negotiations be broken off. The Minister for Foreign Affairs therefore impressed upon the Ambassador the urgency of Chiang Kai Shek’s return to Nanking to be personally present at these important negotiations.
