188. Embassy’s 186, September 15, 5 p.m. In an informal conversation with me today the Vice Minister for Foreign Affairs stated that “it appeared that” the Japanese defense forces had been bringing pressure on the Foreign Office to compel that office to make strong demands on China in connection with the Chengtu and Pakhoi incidents; that the situation was quiet at the moment as Kawagoe was conducting negotiations in Nanking and the 19th Route Army was reported in the press as evacuating Pakhoi; but that if the diplomatic negotiations “failed to bear fruit” the pressure from the Japanese defense forces might be renewed.
