20. Department’s rush telegram No. 9, May 21, noon. Following information has been obtained from the Foreign Office: [Page 439]

- Draft of proposed legislation has been in the Ministry of Justice.
- 2.
- Draft must be approved by Chief of Division in the Ministry, Minister of Justice, by the Cabinet and by the Council of State before introduction into the second Chamber. Foreign Office stated “It may take about 6 weeks to complete these steps in the case of legislation regarding which there is no hurry”.
- 3.
- Foreign Office has no objection to our notifying Belgian Government that such legislation is contemplated.
