9. Legation’s despatch No. 403 of April 18. Please submit immediate telegraphic report on present status of Government’s proposed legislation to prevent fraudulent exportation to the United States of alcohol from the Netherlands. Do you perceive any objection to our notifying Belgian Government that such legislation is contemplated as a means of persuading the latter to do likewise?
