204. Your 249, December 21, 11 a.m., and previous. Department has informed New York office of Standard-Vacuum that it is inclined to agree that, in view of Ohashi’s letter to Ballantine, the company has exhausted its recourse to local remedies and that, if the company believes that it has legal grounds for diplomatic claim against the Japanese Government, Department is prepared, if company so desires, to receive and consider such claim for possible future action.
