199. Your 240, December 13, 6 p.m., paragraph 4. Assuming that your proposed action will be adequately coordinated as to substance and timing with indicated action of the British Ambassador, the authorization which you suggest is given. You should guard against the Japanese authorities gaining the impression that the American Government is in any way associated with the proposal which the oil companies have in contemplation. If you make to those authorities any reference to the proposal, you should avoid any mention of the express substance thereof and should make clear the nonassociation of your Government therewith.
