196. Reference Peiping’s telegram to the Department, 64, October 15, 5 p.m.; and Department’s reply thereto 28, October 17, 5 p.m. I perceive no objection to the suggestions contained in the second paragraph of Peiping’s telegram although I am in some doubt as to the usefulness of having the Consul General at Mukden or a member of his staff present at the discussions between the American oil company’s representatives and the Manchukuo authorities. Assuming that the British and American Consuls General will act in concert it might well be that they would prefer to make independent oral and informal inquiries at this juncture regarding the attitude or decision of Manchukuo officials in respect to the claims of the American [Page 930] and British companies. I believe it desirable, however, that their course of action be left largely to the discretion of the Consuls General.
