The Consul General at Shanghai (Cunningham) to the Secretary of State

152. 1. My 148, March 30, 11 a.m.96 I have received following letter from Shanghai branch National City Bank signed by J. A. Macar, Assistant Vice President:

“With reference to your recent inquiry concerning the closing of our Mukden branch to become effective May 31, 1935, we wish to advise that since the major portion of our Manchurian business always has been in Harbin it was felt that internal efficiency warranted concentration on that branch.”

Andersen, Meyer and Company have verbally informed this office that in effect their Mukden branch was closed because of inability to meet Japanese competition.
