The Minister in China (Johnson) to the Secretary of State

121. Reference Department’s 67, March 6, 6 p.m.63 Following from American Consul General at Shanghai:

“March 16, noon. Referring to my telegram March 9, 10 a.m. Beaumont unable secure Japanese adoption of the draft contained in [Page 79] Legation’s instruction December 22, 1934. Will the Legation approve my discussing the matter with Consul General Ishii as a last effort to secure adoption of draft proposed as part of the defense scheme. If approved and discussion unsuccessful I consider the other alternative is that Beaumont advise others interested that his interpretation of the particular paragraph is in accordance with the Department’s draft.”

In view of the above the Legation does not desire to instruct Cunningham before receiving the Department’s instructions in this connection.
