The Ambassador in China (Johnson) to the Secretary of State

Sir: I have the honor to refer to the Embassy’s despatch No. 63 of October 31, 1935,19 regarding the conflict between the Chinese and Japanese authorities at Swatow, and to enclose for the information of the Department a copy of despatch No. 90 of November 6, 1935, from the Consulate at Swatow20 reporting on the present status of Sino-Japanese relations at that place. It will be observed from that despatch that potentialities for future trouble there apparently still exist.
