109. Department’s 67, March 6 [6 p.m.]59 in regard to defense scheme at Shanghai.
Consul General has discussed matter with the commanding officer of the Fourth Marines who is endeavoring to obtain consent of the garrison commanders to the revised phase suggested by the Department. He is sanguine of success.
Although pressed to do so Cunningham60 has not reported any action toward obtaining consular representation on the defense committee. He is being requested to expedite his report.
