115. Vice Minister for Foreign Affairs today inquired whether I knew the procedure which Department of State intends to follow in bringing about change in status of Legation set forth in Department’s telegram No. 36 of May 15, 7 p.m. He asked specifically whether the Department would ask for agrément of new appointee before nomination was made. I stated that I would inquire. Can the Department give me necessary information as to procedure and probable time when plan will be presented? I expect unless otherwise instructed to leave Nanking for Peiping via Shanghai on the night of June 3.
