183. Following telegram has been received from the Consul General at Harbin.
“52. November 27, noon. The Japanese Consulate General has confirmed press reports that the Manchuli conference has broken down and that the delegates are leaving. Apparently no agreement of any nature was reached. In a statement the Hsinking Foreign Office laid the responsibility for failure on Outer Mongolia and found ‘no alternative but to act freely in the future’.”
