The Counselor of Embassy in China (Lockhart) to the Secretary of State

179. Three hundred and fifteen Japanese infantry troops have arrived in Peiping during the past 2 days and are billeted at the Japanese Club which is in the city outside of the Legation quarter. (The regular Japanese garrison numbers 321 and is billeted in the Japanese Embassy guard.) The new arrivals are without special equipment.

2. Reliable information has just been received that a Japanese troop train of 17 cars passed through Shanhaikwan this morning from the north, destination at present unknown.
