519. Department’s 358, September 11, 8 p.m. Text of Department’s telegram 347, August 31, noon,32 was read to the Chief of the Far Eastern [Department] September 1st who after expressing thanks remarked “it is all right as far as it goes” and later mentioned that he feared it might be difficult “to bring the small American companies into line.”
He said that after talking the matter over with the interested departments he would again get in touch with the Embassy.
