358. Department’s 347, August 31, noon.31 Please telegraph action taken and substance of any further communication whether written or oral that has been received by the Embassy from the Foreign Office. Do not make any new approach to Foreign Office.

The Department is informed on private authority that the British and the Netherland Governments have already made representations [Page 731] to the Japanese Government, and by the Netherland Legation at Washington that the Netherland Government has instructed its Minister at Tokyo to make friendly representations.
