165. Department’s 95, October 13, 4 p.m.,43 Nielsen case. Vice Minister for Foreign Affairs states that the Nielsen case will continue to receive attention; that the ransom for return of British officers was paid partly by “Manchukuo” on understanding that the Government would be reimbursed; that Japanese Government understands the American attitude and appreciates the regrets expressed over the capture of a Japanese subject; that the situation is admittedly difficult but the Japanese hope to accomplish something.
