396. My 350, April 21, 4 p.m.51 Neither March nor April installments of American indemnity have been paid. I understand that March installment at least has been set aside by Customs and earmarked awaiting instructions of Soong. Department may wish me to remind Soong of non-payment. I am addressing note to Foreign Office referring to our refusal to agree to further deferment and requesting payment of March indemnity.
