782. Legation’s 775, September 28, 8 p.m. Following from Counselor of Legation at Nanking to the Legation and Canton:
“September 30, 9 a.m. Ingram and I called on the Director of the Department of Internal [International] Affairs September 29, 4 p.m. and protested in sense of your paragraph 1. After lengthy discussion the Director agreed to telegraph the Inspector General of Foreign Affairs at Canton that the two Legations had again formally protested against the application of form to American and British companies but might possibly consent to their respective companies applying for registration if all reference to restriction of output and business tax were deleted from application form.
