264. Your 628, July 27, 3 p.m. in regard to the restrictions at Canton upon the importation of liquid fuel.

In connection with the representations which are being made to the Chinese authorities, your attention is invited to the first sentence of Article 15 of the Sino-American Treaty of 185887 as being applicable in this case. Inform Nanking and Canton.
