For your strictly confidential information and guidance and that of the Consuls General at Mukden and Harbin.

The Consuls General mentioned should cordially accord to Representative Tinkham all assistance due him as a member of Congress but they should avoid giving any assistance toward making contacts with Manchukuo officials or any involvement in arrangements, if sought, with Japanese military or Manchukuo authorities to provide transportation and they should exercise the greatest care against allowing opportunity to arise for any supposition that any change in American Far Eastern policy is contemplated.24
