100. Regarding cable advice Chief of U. S. Navy Mission today to Naval Intelligence concerning Peruvian request for naval air bombs from Panama, this would strengthen position of the Naval Mission but revolutionary movement can be suppressed without air bombardment and native aviators would probably kill helpless noncombatants. Embassy suggests that approval of the Department be deferred until the revolutionary movement in Peru is over which will probably be very soon.
