103. Your 418, April 7, 11 a.m. Department reserves judgment in the absence of additional information in regard to the losses sustained by the Standard Oil Company and particularly the dates upon which such losses occurred. Additional information may be submitted by mail, as, in the opinion of the Department, failure at the present time to notify the authorities of the present administration in Manchuria in regard to claims of the Standard Oil Company will not prejudice the rights of the company. See penultimate paragraph of the Department’s telegram 95 of March 12, 2 p.m. to the Consul General at Shanghai.

In the event, however, that the Standard Oil Company elects itself to file notice of its claims directly with the authorities of the present administration, the Department would express neither objection nor approval. In this connection, if American claimants so desire, the Department authorizes the same procedure in regard to such claims as that suggested in the second paragraph of the Department’s telegram 88 of March 18, 6 p.m. to the Legation.
