Legation’s 106, January 21, 7 p.m. Further information from Jehol indicates an agreement having been made between Tang Yu-lin and delegate from all of the Mongols outside the province for mutual protection and cooperation against bandits, communications with [Page 55] Peipiao are restored and there are no indications of a Japanese advance. It appears that Tang is definitely opposed to irregular and bandit forces operating on the Fengtien-Jehol border and consequently he must have come to an understanding with the Japanese whose advance against Jehol will be thereby probably limited to the occupation of Peipiao.
