793.94 Commission/35: Telegram

The Consul at Geneva (Gilbert) to the Secretary of State

24. Department’s 18, January 20, 5 p.m.

1.
Pursuant to General McCoy’s request I yesterday attended the meeting of the Manchurian Commission, one session in the morning and a concluding session in the afternoon which lasted until a late hour. The Commission will not meet again here and the Commissioners have left Geneva.
2.
I orally apprised the Commission of General McCoy’s acceptance as a member and stated that I was formally so informing the President of the Council.
3.
As all of the members of the Commission voted for Lord Lytton as chairman I likewise acquiesced in his designation, making it unanimous.
4.
I am preparing a telegram giving the chief points taken up in the meeting and certain details concerning which it will be convenient for General McCoy to be informed.
