- Pursuant to General McCoy’s request I yesterday attended the meeting of the Manchurian Commission, one session in the morning and a concluding session in the afternoon which lasted until a late hour. The Commission will not meet again here and the Commissioners have left Geneva.
- 2.
- I orally apprised the Commission of General McCoy’s acceptance as a member and stated that I was formally so informing the President of the Council.
- 3.
- As all of the members of the Commission voted for Lord Lytton as chairman I likewise acquiesced in his designation, making it unanimous.
- 4.
- I am preparing a telegram giving the chief points taken up in the meeting and certain details concerning which it will be convenient for General McCoy to be informed.
