266. Harbin reports that from railway and Japanese sources it has been learned that old Kirin troops have occupied several stations on eastern section of Chinese Eastern Railway. Japanese claim that these forces have looted Japanese properties and that Japanese and Koreans endangered have appealed for military protection which is being considered. Ma Chan-shan left Harbin February 22 to establish provincial government at Tsitsihar.
